I've just discovered that there is a Microstation PDF plot driver that allows the creation of a GeoPDF file.

Maybe you are talking about TerraGo Technologies's geospatial extension to Adobe PDF file format, GeoPDF? This extension isn't supported when opening PDF files in Raster Manager. 
&lt;/p&gt;
&lt;p&gt;
In XM though, you can still transform (move, scale, rotate and warp) your PDF files. The transformation would be applied as long as the PDF files remained attached to the DGN. 
&lt;/p&gt;
&lt;p&gt;
Moreover,&amp;nbsp;with Athens, you would also be able to specify the geocoding information (projection method, datum, etc...) of a PDF file and reproject it at will. 
&lt;/p&gt;
&lt;p&gt;
By the way, it seems that Abode is planning to add GIS supports in Acrobat 9.
