When I plot files, arrowheads are not black as they are when other people in the office print (even the same file). I am using the same pentable as the rest of the crew, the only difference being that I am on v8I ss2 and the rest of the members are using an archaic version (v8 2004) and do not seem to have any issues. What would be a fix (or cause) of this issue?
Are the arrow heads par of a dimension? If so, let me suggest you try checking "Explode dimensions" under "Pen Table Options..." when modifying the Pen Table in SS2.

I will also check the explode dimensions in the pen table option as well.
The BLACK section is causing the issue, you can turn "Fill color:" to black but that will cause other issues. Create a new section above BLACK. in this section enable "Dimension" under "Class:" and Check "Color & Fill color" and set to black under "Element Output Actions". I tested the pen table attached here in MicroStation V8 2004 and MicroStation SS2.

So I gather this is a difference between Ss2 and (2004) since you stated that your coworkers were using the same pentable and plt as you and on the same file but were getting different output?

as far as I can tell that is the issue at hand. They redid the pen tables (in the network, all linked) due to the fact that shading, when plotted, was not coming out correctly. ( I was not here at the time, im not sure what the problem was...all I can understand is the fact that when one version of microstation created a file and shaded on it, there were issues printing on the other version.) I had both plotconfigs and the pentable linked to my station from the network as everyone else has, and also had two stations up and running side by side so I could compare/contrast the settings in the plot and pentables. I couldnt find any differences from version to version but the problem still persists. I am having difficulty understanding the operation of the pen table editing.
I created the DIM with the settings noted, It worked, and let the shading work (which was their original issue which created mine). The only problem is items that are dropped do not use this setting so if I have items that are dropped in the drawing, what settings should I alter to get these to work as well?
i added the type "shapes" to the class in the DIM section as stated above. When dimensions are dropped the arrow head and leader become shapes and lines respectively. When the shapes class is lit up as well (ctrl+click) and i kept the settings the same as mentioned for the dimensions class selection, the results were a solid arrow head filled without the lightening effect.
