The issue I am having this time arises from placing a fence on a border sheet and the border not plotting properly. I have a fence placed that states it is at 1.0000 scale, maximized and centered, the preview and the plot are not completely represented. The border that is used (in this case the red line) to set the fence is supposed to print (according to my seniors here) but many of the older prints (before I began working here) seem to be inconsistent on if the outer border is located or not. When I print, there is no right side to the print and ever since I changed the cell library to make the borders a factor of 1.0000 (they were .9###) everyone else prints with the same border edge being deleted. I have used maximize fence clip, changed the border to a smaller size both in and out of scale. I have made true the print border and print fence and made them false and came up the the same results.
The above is a screen capture of the print preview and the border on the right hand side of the topmost window is the preview screen. The edge of the fence is placed as a block over the border and three edges fall within the dotted fence representation where the right hand side has no border and the dotted line has no line on it or in it.
What could be some problems causing this and what are some options I could do to fix this?

Which printer driver file (.pltcfg file) are you using? Try using the PDF.pltcfg and create the PDF file and take a look at it to see if the border is in the PDF. If you are using the Windows driver, printer.pltcfg make sure you do not have the "Full" option selected. If you are using printer.pltcfg go ahead and print to paper to see if the border prints completely.
we are using a .plt for a large plotter. I am really new here and REALLY green to microstation. I came from a light autocad and solidworks background. Where can I find the information of what pltcfg I am using, and secondly, how do I find where "Full" option is under the options listed above?
When you select File - Print you should see under Printer and Paper Size a button set to Bentley driver or Windows driver. The .plt or .pltcfg file attached will be listed at the very top of the Print dialog. You will only have the "Full" option if it is set to Windows driver. If you need to change the .plt or .pltcfg to a different one you will select the small magnifying glass to the right of the Bentley driver or Windows driver button. You will do this when selecting the PDF.pltcfg.
in the preview of the pltcfg we use does not print the right side of the file, yet when placed as pdf.plt and viewed the right hand side is still in the file. all consoles produce the same end result of the right hand side clipping off.
If you are using a .plt, First load a .pltcfg file into the plot dialog then go to <File <Edit Print Driver Configuration. In the next dialog go to <File <Open and navigate to your .plt file and open it in the Print Driver Editor. Then do a <File <Save As to convert it to a .pltcfg. This will make your life easier when modifying the driver. Probably won't solve your problem but why not upgrade it if you can.

I am the "fng" around here and the civil engineering firm I work for has been entrenched in their methods for decades and still use v8 version...they dont like change. Mostly I am just trying to get the bordersheet cell I have created to print appropriately. After looking at a lot of older prints kept in the building, there has been a consistency issue with the plotting. I just want to get a method to place the fence (as per my underwhelming training has noted to do) and then print. I have another issue with scale while this is being brought up. When a file is opened and fenced my console states it is 100.0041 scale and my coworkers are closer to 100.4. My thoughts were it has something to do with the accuracy values for the workspace or a rounding issue as a floating int between the versions of microstation.
The outside border from your file is printing for me using MicroStation SS2 and the delivered printer.pltcfg. Can you attach the .plt file you are using. I believe you said the PDF.plt is producing a good PDF file, correct? I am aslo sending a video for converting the .plt files to .pltcfg files when you get ready to do this.

This is the plot driver (named after the printer used).
