Another thing you can test is to remove Power InRoads from the picture. Add the CONSOLEAPP check to the powerinroads.cfg file in the …/config/appl directory.

• Open the file in a text editor

• At the very top of the file i.e. before the first line, enter the following text on a single, separate line:

%if !defined (_CONSOLEAPP)

• At the very end of the file i.e. after the last line, enter the following text:

%endif

• Save and close the file

Test Print Organizer and see if you see different results.
What you are saying above is it takes approximately 12 seconds for each section sheet. That does not sound bad to me without seeing your data.

How long does it take to open the dgn local compared to in PW mode? For testing purposes what happens if you run the job a second time w/o exiting PW. Does the time decrease? That is if you do not delete local copies.

I can't believe that that 30 min to print 150 sheets to a PDF is WAD.

Add the following variable to your workspace and see if it helps:
MS_PLT_PWWORKSPACE_OPTIMIZATION = 2

It takes less than a minute to open the files from PW.

Plotting from the local computer with reference files - about 8 min

How long does it take to open the files from PW using PowerInRoads? How long does it take to plot the file (with the reference files attached) from your local computer. What version of PowerInRoads are you running?
