I have linked excel tables in my dgn files. When I create the PDF file, the table looks fine as shown below (this is a screen capture of the actual PDF document)...
But when I send the PDF to the printer it prints like what is shown below...
Is the problem the printer, the PDF, the link itself?

Do other printers produce the same output? You can try enabling "Print as Image" in Adobe Reader > Print Dialog > Advanced.

To print to 50% scale an adobe pdf you need full version adobe acrobat not the free acrobat reader... then you can specify any scale by entering the % to same size paper ..ie was created with A1 and print on A3 but at 50 % and not the fit option but scale option.
other wise if you have to use acrobat reader then print to to a paper size that is exactly 50% of the original print size created ie created to be A1 but print on A3 and use fit to paper but it may not come out exactly 50% due to margins etc but worth a try especially if you have scale bars on drawing to measure with or true dimensions to measure with scale ruler on printed out put..( this was how I did it at last place I worked)
At home I use nitro pdf reader it is free and has option for percentage reduction to same size paper if your printer can handle the paper size then that option is available it also creates pdfs out side of cad ie msoffice products, emails etc I like it and its easy to use and has lots of great easy features...and again its free!
