Border On = True not being honored after restarting MicroStation

I'm printing some variables as a commend in the print border. When I turn on the print border in my plot config file (.pltcfg or .plt, both fail), the check box next to "Print border" in the Plot dialog's Print Attributes settings dialog does not stay checked if I close (or exit) and re-open MicroStation. I have to do a "Reload Print Driver Configuration", re-browse for the print driver or go into Print Attributes and turn on "Print border" to get the border (comment) to print. Shouldn't this always be check "on" if it is in the .plt or .pltcfg?

Has anyone else experienced this or know what I can do to fix it?
