To answer questions about DGN data recovery, you should tell us the version of MicroStation (i.e. 10.xx.yy.zz) you are using.
ProjectWise InterPlot questions are best asked in the Project Delivery: Content Publishing Forum. But the quick answer is that no, DGN data is not extractable from an InterPlot metafile (.m). InterPlot metafiles, containing low-level graphics, are an intermediate step in the InterPlot printing process and are not intended to be directly opened by applications.
