I don't believe you can set a file size limit in Windows. Tried Google and found people wanting to control size limit but no tool to do it on a per file basis.

Question:
What is the largest DPI of the images being used?
Are you turning "Rasterized" on in the print definitions? If you are, please turn it off. Should not be needed if you are using our delivered PDF.PLTCFG and want to obtain transparency in the generated .pdf file.
If you run task manager and monitor the second instance of ustation.exe, do you see it reach about 3.5GB and stop using memory before it crashes?

So, I've been experimenting today a bit. I kept bumping the raster DPI down until it worked, which seems to be about 22% of 600dpi or 132dpi...this created a PDF file that was slightly under 1GB....and I had no errors. I'm wondering if it's a company setting? thoughts??

There is no size limit as to how large your .pdf file can be, but operating system, disk space, system memory and 32 versus 64 bit application can have an affect. I believe your MicroStation might be running out of resources.

Can the last two sheets be printed into a single .pdf file?

Can you generate a .pdf file with raster printing disable? In the properties of the print definitions, under the "Advanced" tab, uncheck "Print raster images".

If you can generate a .pdf, what is the DPI of the raster images you are using?

Do you have MicroStation CONNECT Edition? Since its a 64bit application it can use more memory unlike a 32bit application.
