cannot open printer driver configuration file

With what editor or tool are you attempting to open that file?  A .pltcfg file is XML text.

I'm not attempting to open the printer.pltcfg with any editor or tool. I receive the error message when I attempt to change the printer driver from the Bentley driver to the Windows driver using the drop-down box within the Print dialog window. Here is an image of the Print dialog box and the error message received.

That seems a reasonable sort of thing to want to do.  The message you posted tells us that there may be more information in the MicroStation Message Center.  Do you see anything useful there?

I copied the text from the Message Center regarding the error in my original post. Copied again here:

Cannot open printer driver configuration file 'C:\CorpApps\ProgramData\Bentley\Microstation V8i (SELECTseries)\WorkSpace\System\pltcfg\printer.pltcfg'

Unable to access default Windows printer

A few things to look at here:

1. Make sure you have a valid default Windows printer set for your Windows user account.
   
   
2. It appears that you are using a copy if the delivered printer.pltcfg file as it is not in the standard location.
   If this is indeed a copied version of the file try using the printer.pltcfg file delivered with MicroStation and see if it gives you the same error.
   C:\ProgramData\Bentley\MicroStation V8i (SELECTseries)\WorkSpace\System\pltcfg\printer.pltcfg
   
3. Open the printer.pltcfg file in Notepad (or other text editor)
   Search for the line that begins with the string <Driver>
   It should read <Driver>SYSPRINTER</Driver>
   If your driver line says something else make a copy of the file and change the value.
