We have a strange thing in CE when printing to PDF see image.
When turn on rasterized the text is there but it creates a huge file.
Any Idea?

Are you able to provide us with a DGN file?
I have seeing this kind of problems related with text Anti-alias.
See on File -> Settings -> user -> Preferences.
On View option, check Text anti-alias. Change the option there if is On, turn it Off, if is Off, turn it On.

I've been playing around with your file and get the same problem. If I reference your sheet into one of my sheet files the text prints normally so it's something to do with your file but I haven't been able to work out what as yet.
But it works normally in V8i SS3 so clearly a Connect bug of some sort.
