This is an unusual problem, I have already added the variables
MS_PLT_ENGINE_CMDLINE_ARGS = (CUSTOM Workspace switch)
MS_PRINTORGANIZER_OPEN_DGN_READWRITE = 1
My fonts are still not printing correctly. I notice that the fonts that are not printing correctly are Bentley Fonts vs True Type Fonts. All True type fonts print correct, while Bentley Fonts do not print correctly.
Someone suggested that a recent Windows Update might be preventing the fonts to print correctly. Does this sound like real thing to even consider?

I remember this, but I thought that the CFG var. you list did the trick for me.
Just to confirm, the RSC fonts look OK when you're in the file. They just come out wrong when printing. Hmmm.

They actually print fine with print dialogue. But incorrect with print organizer.
Silly question...When you open MicroStation, are you double-clicking through File Explorer, or are you using a shortcut on your desktop?
What are the command line switches you have on your shortcut?
my command line switches go to a custom config file that incorporates the above variables.
