Can you use standard Microstation configuration variables to define print styles?
For example, I would like to define the pen table in a print style by using the MS_PLOTDLG_DEF_PENTABLE variable. The MS_PLOTDLG_DEF_PENTABLE variable would point to a different pen table for each project (workset) and be defined in the project or workset config file.. That way, my print styles in my DGNlib can be used for all projects (worksets) without modification or conversion to a fixed print definition.

Should work in Print Styles. Try putting a variable $(MY_CURRENT_WORKSET)Mypentable.tbl in the pen table field.
