Just wondering if there's any way to control the textstyle attributes of the border comment setting in a plot config file? It's a fixed string to be added onto a PDF print.

What do you want the text to say as there are other methods you could use depending on what you want to write

the content isn't my concern, it's more the font, weight and color of the comment.
You can find information on that in the online Help.The border comment is controlled from the PLTCFG printer driver file.
