Im trying to match plotstyles from DGN to DWG-
Does anyone know how many millimeters thick MicroStation lines are (0-7 for example).

Mentioning 0..7 range it looks like you mean MicroStation built-in line styles (continuous, dashed...), not line weights in range 0..31.
In MicroStation, the line weight numbers have no specific width (e.g. in mm) assigned. They are "just numbers". It can be configured separate for screen (in pixels) and for print (in print units, e.g. mm) how they will be represented.
For screen the line width is set in User preferences dialog, for print it's configured in Printer Driver Configuration file (.pltcfg).
So, you probably should create a copy of pltcfg file (depending what driver you want to use) and to set the weights mapping in the same way as you did for AutoCAD.
