Did a little looking around and I can't seem to find a way to get the Microstation plot config file (*.pltcfg) on my plots using a design script.

Since design scripts were originally developed for use with IPlot, which doesn't use .pltcfg files, I wouldn't expect that it would allow for that.
You can use a pen table and a design script on the same print. Set up the text substitution in the pen table, then use the design script for the rest.

The design script "envr_variable" and "envr_value" keywords would also work, using the "MS_PLTDRVFILE_SHORT" print accounting variable (assuming you didn't want the full path; long and abbreviated versions are also available).
