ORD Print Organizer NOT printing certain elements?

I have a DGN for our signing and marking plans. There are a number of elements that will not print when they show up in the sheet model?  I have made sure they are not construction class, the levels are set to print in Level Manager and print fine in other sheet models. They also print fine when printed from the print dialog and not Print Organizer. See the two images below. Any help would be greatly appreciated.
