How to hide the clip boundary line for reference drawing in printout drawing?
Personally I clip references using a shape, and the shape is drawn on a level set not to plot. Otherwise I think there is a setting in print attributes called Boundary Display which, if turned off, will stop the ref clip boundary from printing.

Thats the view attributes dialog. You need to find the print attributes dialog which you will find on the print dialog.
Now that I am actually am sitting in front of a machine I can see there doesn't appear to be print attribute for controlling reference clip boundaries, so disregard that suggestion.
The boundaries in your original image, if you select one of them, does the status bar say if they are an element type? I can see in your 2nd image that you have highlighted a level which is set not to plot so if the boundaries are an element (such as a shape or complex shape), ensure they are set to use the non-plotting level.
I note you haven't provided a screenshot of your print-preview; do these boundaries show in the preview? Likewise you also haven't mentioned if they are visible in printed or PDF output. In my drawings, the boundaries are shapes and are visible at all times in my dgn file BUT they do not print. As your original image resembles my setup, I wonder if it's just their visibility in the dgn that is the issue, in which case you can just turn the visibility of that level to off.
you can also change the element type to construction element and set construction element to do not print in the print setting attributes, but personally I set the ref clip boundary as a named level in my dgnlib with print turned off in the level manager. this way we have it available that way all the time and its also part of our company title block
