I am farely new to printing in Microstation, so this might be a really basic question. Is it possible to print weight and color only on specific levels? Eg: I want to print a plan sheet with the ROW of my project in color and have some width, all other levels are already set to print in black with a desired pen style.

Yes, there are different ways to choose from that will allow you to achieve this:

I see that you are using DWG files. Instead of having Symbology set to ByLevel, change it to Overrides and set the Colour, Style and Weight again and you should see the changes visible in the print preview (make sure you enable Level Overrides in the View Attributes and Print Attributes). In my own test with a DWG file, changing the ByLevel values of a reference attachment had no effect, but the Overrides worked as expected.
Also, don't worry about Mapping Design Colours to Out Pen Symbology in the Pen Table; you are using RBG values and that part of the pen table is only for Colour Table slots 0-255
