I understand that i Adobe Reader XI (Free) and maybe earlier that one can take a pdf file and take measurements. for security reasons we cannot permit measurements taken of some data produced.
Is there anything we need to do to make sure that data is not available in a Reader??

yes, it's correct, Adobe XI allows the measurement both at 2D and 3D.
There is Enable measuring switch in Driver Properties in pdf.pltcfg. I have not tested what are the results of this switch in detail, for me it looks like PDF can be measured regardless how this switch is set, but it's probably better to check it's on.

You can turn off measuring for the PDF by editing the pdf.pltcfg, under Driver Properties, set "Enable Measuring" to OFF:

Concerning the discussion over Adobe measurement capabilities, and the fact that the tool seems to work irrespective of whether measuring is or is not enabled, the relevant point is - What is the tool actually measuring?
A) If measuring is enabled in the driver, the Acrobat can measure the true size of an element as drawn, e.g. in km (providing the correct settings are checked in the Acrobat Options dialogs)B) If measuring is not enabled, the Acrobat measures the size of the element in printed millimetres, in the same way as you would with a physical ruler and a piece of paper (and you can't legislate against that!)
There are an awful lot of options involved between Acrobat and MicroStation, some dependent on the author and some on the reader. Not everything can be controlled by one person.
The .pltcfg dialog box shows what the author can control, but even if things are permitted, they won't always work unless the reader configures their own options to suit.
