So this issue just recently started occurring and I have tried many different thing to try and remedy it. If I print from the normal print dialog I get a perfect print, but when I setup the exact same print for 20+ documents then I end up with no rasters in my .pdf's. It is very frustrating because the alternative is extremely time consuming to do printing them one at a time to individual files and then combining them.
I am printing with print organizer having it find shapes by layer for the fence for each sheet each sheet and in the advanced pane I have print raster images checked. I also validated that the print option is selected of each image in the raster manager.
Any idea?

Does the raster show up if you preview the plot from Print Organizer? What is you create a PDF from one print definition in Print Organizer instead of printing them all? Are you using the same workspace/project name in Print Organizer that you are using in the MicroStation display when the Print dialog works?
1. No The Preview shows a blank screen with my border
2. No even for just one print definition I get no rasters
3. Everything is the exact same including pen table/workspace/project
Try moving the raster to the background and see if this makes a difference. Another test would be to select Rasterized in Print Organizer, does this make any difference?
I just tried both of these solutions and neither of them worked. Any other ideas?
Would it be possible to get a sample of your data?
