So this issue just recently started occurring and I have tried many different thing to try and remedy it. If I print from the normal print dialog I get a perfect print, but when I setup the exact same print for 20+ documents then I end up with no rasters in my .pdf's. It is very frustrating because the alternative is extremely time consuming to do printing them one at a time to individual files and then combining them.
I am printing with print organizer having it find shapes by layer for the fence for each sheet each sheet and in the advanced pane I have print raster images checked. I also validated that the print option is selected of each image in the raster manager.
Any idea?

Command line arguments are typically defined in the shortcut used to launch MicroStation. Right-Click > Properties on the shortcut, do you see any arguments after ustation.exe?
For a test, open TEST_DGN in a nonproduction user workspace such as “Untitiled” or “Examples”, and then test Print Organizer.
Ok. I used that once to add the activate inroads button under the applications tab. I ended up moving it to my system config folder though.
I just checked and there is no arguments attached to my shortcut or in the */config/system folder that reference that command.
Also I just ran the test.dgn with no project workspace or user workspace with just the default options and still I had no raster images. Its baffling...
