So this issue just recently started occurring and I have tried many different thing to try and remedy it. If I print from the normal print dialog I get a perfect print, but when I setup the exact same print for 20+ documents then I end up with no rasters in my .pdf's. It is very frustrating because the alternative is extremely time consuming to do printing them one at a time to individual files and then combining them.
I am printing with print organizer having it find shapes by layer for the fence for each sheet each sheet and in the advanced pane I have print raster images checked. I also validated that the print option is selected of each image in the raster manager.
Any idea?

I am defining my print area from the level I defined around the border sheet. On my actual print I have 20 rasters in one dgn
and each has a block to define the fence. I have also had this same issue when using seperate dgn files.
EDIT: I apologize. I accidentally clicked the cell option instead of shape when I uploaded that picture. It is defined by a shape with the level "PLOT_BDR"

I made an incorrect post before which i just edited. Its defined to look for a shape not a cell
I noticed that you have a pen table attached. If you remove the pen table, does the raster appear? If so, please send me the pen table.
I also cannot reproduce the problem using your .pset without the pen table.
Which specific version of MicroStation are you using?
If command line arguments are not being used when launching MicroStation disregard my comments about MS_PLT_ENGINE_CMDLINE_ARGS.
MS_PLT_ENGINE_CMDLINE_ARGS specifies custom command line arguments used by Print Organizer when invoking its background MicroStation process. If this variable is undefined and MS_CONFIG is defined, then the background process is invoked with the command line argument -wc"$(MS_CONFIG)"
