Currently my office is using a single DGN file as a holder for print styles located on our server where users can open it to create plot sets. I am attempting to use that file to create a DGNLIB so that users have access to the print styles where ever they are.
I saved the Template DGN file as a DGNLIB file and added the file to the list in the MS_DGNLIBLIST as I have read that I should do in other topics, I am able to see and select the print styles in the print dialog box in the Settings pull down, Apply Print Style, but in Print Organizer the Print Style list is empty. I removed it from the MS_DGNLIBLIST and saved it to the "\WorkSpace\Interfaces\MicroStation\default" so that it would load by default in Microstation, I get the same results.
Where did I go wrong?

The Print Styles will not show under Tools > Define Print Styles unless you are in the dgnlib. However, they should display in Tools > Apply Print styles.
So if users want to create a plot set they will still need to use the original print template file that was created and the only advantage of the DGNLIB is having the print styles available in the dialog? Is there no way to have the styles loaded so that someone could create or edit a plot set from any DGN that they are in?
I ask because I was in an FDOT webinar this morning where they said that their setup allows this but when I mentioned my issue they did not understand why it wasn't working, so I'm just assuming I missed a step somewhere.
So you do not see the Print Styles under Tools > Apply Print Styles when in Print Organizer?
Print Styles can only be modified when the file (dgnlib) containing the Print Styles is open. However, the Users should be able to “Apply” a Print Style that resides in the dgnlib.

I am mistaken!
When I was looking in the print organizer for the styles I was going to the "Define", and not "Apply" and I didn't try to create a plot set to apply the style to. I was going to define to see the list like I would see if I was in DGNLIB.
So, yes, I do see them in the Print Organizer and the plot dialog window now.
So I don't seem to have a problem. Thanks!
