Would be useful for panning or zooming. Can't get software to recognize thumb wheel at all. All other buttons on mouse work.
This is a bit late for you, Scott, but I wanted to put this here in case anyone else comes across it looking for an answer. I'm using Microstation V8i SS2 and a Logitech MX Master 2S. You can get the thumb wheel to control horizontal scrolling by downloading the Logitech Options software and setting the application-specific settings for Microstation. Set the side scroll wheel to "zoom in/out". Then change your Microstation workspace preferences by going to Workspace>Preferences>Mouse Wheel and change "Ctrl + Wheel" to "Pan Left/Right".
