I've been asked whether or not I can animate the traffic flow of a school site. I know how to show the flow of traffic if the cars are continually moving, but can I show cars starting and stopping? This would be to simulate cars picking up children at the school. What about traffic lights? Can you animate them using traffic tools or would I have to script individual cars? Can a single lane be both an entrance and exit lane? I'm afraid that what I have been asked to do might be more complicated than what Microstation can currently do. Hopefully, the pic below helps. I'm running SS4. If anyone has any thoughts or suggestions I'd greatly appreciate it.

If you don't want to animate the objects one by one (animation tools), a program like Vissim can do what you describe.
In MicroStation it's unfortunately not possible to make the traffic simulations to complicated (it's great for animating highways). For serious traffic and maybe crowd (people from the school) simulations, a specialized simulation program has to be used.
If you want to make an animation you can eventually couple the vissim with LumenRT (only cars).

I believe you can probably do this in LumenRT. They have added Staged Animations to the latest version.
