&lt;p&gt;I believe you can probably do this in LumenRT. They have added &lt;strong&gt;&lt;em&gt;Staged Animations&lt;/em&gt;&lt;/strong&gt; to the latest version.&lt;/p&gt;

&lt;p&gt;If you don&amp;#39;t want to animate the objects one by one (animation tools), a program like Vissim can do what you describe. &lt;/p&gt;
&lt;p&gt;In MicroStation it&amp;#39;s unfortunately not possible to make the traffic simulations to complicated (it&amp;#39;s great for animating highways). For serious traffic and maybe crowd (people from the school) simulations, a specialized simulation program has to be used. &lt;/p&gt;
&lt;p&gt;If you want to make an animation you can eventually couple the vissim with LumenRT (only cars). &lt;/p&gt;
