Which product and version is being used?

 The image shows what appears to be an elevation and some elements are not being clipped by the plan call out. Can these elements be selected ? may be the element information can provide some hints as to where these long lines are coming from.

Are these elements displayed prior to placing the plan callout or do they appear after ?

Are the elements in this file or a reference and if in a reference are other elements in the reference clipped ?

If possible post sample file illustrating the issue for others to review/comment
