I have received a GeoTiff_DSM.tiff file that should contain a 3D mesh and photos that stich to it. When attaching the file using the traditional raster tools the file comes in at a flat 0 elevation and solid black.I have also tried using the descartes tools and attaching the file as a raster grid with no luck. Is there a way to display this 3D file in MicroStation?
The reason the GeoTiff_DSM.tiff looks black when attached using the traditional raster tools is because it is meant to provide elevation data rather than visual data. It is actually a grayscale image that varies in brightness based on the elevation at each pixel position.
You can use Descartes to turn the elevation data into a 3D element. Descartes can create a Scalable Mesh (3SM) using the GeoTiff_DSM.tiff as the source for elevation information.
To add imagery to the resulting 3SM you just need an appropriate photo to apply as raster texture in the Scalable Mesh Elevation Source Editor dialog.

I've got the same issue - DSM Tiff image with both elevation and RGB data in it. I'd like to convert this to a .3SM file, but the link you provided gives no guidance on this specific terrain/ raster source.
