After "defining light position", the cone appears, then when "define target position" is selected, the cone dissappears and no light has been placed. Am I doing something incorrectly? Does it matter in which view the light is placed? Does it automatically place lights on a level other than the active level that I don't know about and is turned off? What is the difference between placing a light in the primary file and placing it in the luminocity generated image?

The "construction" is
ON in the view attributes. I found in the default level a tiny
dot that when selected shows the light. So the light is getting
into the file, but it is practically invisible. The do show in
LumenRt. Any advise of how to get them to show in the 2d plan
view to they can be moved into position? In what view are we
supposed to be placing, seeing an manipulating them?
There is an parameter "cell size" in place light dialog, so, you can change size of light when it is placing. Or, you can change size of placed light additionally by command "scale" (in Manipulate palete).For manipulating them you can also use move command (to change position of light) and rotate command (for change target point of light). Or when selected you can manipulate by handles points.You can use any view for work with them.
