May be someone can konfirm or korrekt me on this:
I) MS-CE is using DirectX for basic operration?
a) version?
II) Vue is using openGL for rendering?
III) Vue is can use Nvid or Intel Libs for postprosessing.
IV) MS-CE uses the GPU (if possible)
V) Vue Render is CPU only

Yes, DirectX 11 is required by MicroStation. No other versions are supported.

I am not sure what "basic operations" mean for you. DirectX is used to display graphics, but also for a few other operations, even though I do not recall any exact list (I think e.g. printing rasterization depends on DirectX).

If you mean "VUE in MicroStation", I guess no. At least I see no reason for it, because VUE is static render, so there is no where OpenGL can bring any benefit.

Not at all. See VUE FAQs: VUE always uses CPU, but when GPU with OpenCL support is available, it's used for rendering also. So both AMD and NVIDIA cards can be used for rendering (but be aware there is a bug in CE U16, so AMD does not work by default, and one file has to be replaced to fix this issue).
So, in ideal case, both CPU and GPU are used for rendering.

Yes, VUE contain Nvidia and Intel based denoisers, which allow to use both CPU (Intel) and GPU (Nvidia). As far as I know, AMD cannot be used for denoising.
