How can I attach a materials palette (specifically for masonry - brick, stone, etc)
They appear not to have been loaded in the standard installation and I can't locate them in either OBD or CE

the material definitions should be located in C:\ProgramData\Bentley\connectsharedcontent\materials\Bentley_Materials.dgnlib.
The library contains similar palettes like in previous version but there are adjusted for Connect Edition with Vue because of the new feature- PBR Materials.
The variable MS_MATERIAL should be pointed to the location C:\ProgramData\Bentley\connectsharedcontent\materials.
If the above is correct, you should be able to open the Material Editor dialog in your dgn file and go to Palette-Open Palette and the palettes from dgnlibs should be already listed.

If the Bentley_Materials.dgnlib is not showing in the open palette dialog they it is possible they were not installed. They are part of the visualization content download option.
You can run the installer again to install the content.
