I'm a new user starting out with luxology (23a) - apologies if this is a stupid question
Whatever i do I can't get physical sky to work -i can only get dull renders with a muddy light
If someone could tell me the standard lighting settings to acheive a basic summer's afternoon external render i would be really grateful

Marti is probably right this sounds like you are trying to use Physical Sky with override enabled which would provide as you say muddy (low contrast) results. If you were to use a Light Probe or Image with overrride it would look much better because it would not be so uniform as physical sky is. Another thing to do would be to set solar lighting on and disable the override then you would get a mixture of solar light with some indirect light from your environment.
