I am having difficulty getting the depth rendering in Luxology to produce grey tones between white (foreground) and black (infinite distance.) I have tried using a view-surrounding dome as an artificial background so that the z-depth for each ray terminates << inf. to no avail. Thoughts?

Try setting your display depth for the camera view so it just includes what you see if you have it too big then that would explain what you are seeing.

I am having difficulty passing the display depth from view to Luxology. I tried using both set active depth (key-in as well as pick by graphics) with different values as well as the front and back clip in "Modify camera" rendered using both "Record Animation" and "Render." Thoughts?

Hmm my guess is that the Tone Mapping needs to be adjusted try using adapt to brightness and see if that works.
What your experiencing, is the limitation of Luxology to honour the Clip Boundaries.
In Microstation you see the clipped boundaries, but when you render with Luxology, it ignores them.
If you want to see them in Luxology, open the Luxology Render Settings and in your settings look for the option to "Render Geometry outside view" and uncheck it.
Luxology should now render only what is in the clipped area.
