I need a "standing" object to rotate on its Z-axis within the dgn. So that it sill rotate toward the current view but only on the z-axis.
Kind of like an RPC cell.

you could set the object as an actor, set freedom only to rotate along Z axis, and target the camera from this actor

But here is the issue. This is not always for a rendering. However this may be half the solution.
Much of the time this is for a straight plot. Kinda looking for a point cell that is only "Z" axis.
I am going to try your suggestion this morning.

Just a little lost here
Created a actor "tree"
When I did this I think it attached to the tree sized piece of paper
And I could not find "freedom" however did find "View Z" which is perfect to rotate to the view around the Z axis
Now it does not rotate to the view as is
And when I render it does not rotate
I don't necessarily want to use a camera as I don't want a perspective but an elevation.

I dont think there is a way to do what you want. Point cell would be the closest, its the only thing which updates when you spin the view with the view controls.

OK the problem with point cell is it rotate about the center of the object and I can only have it rotate about the Z axis
