I need a "standing" object to rotate on its Z-axis within the dgn. So that it sill rotate toward the current view but only on the z-axis.
Kind of like an RPC cell.

you could set the object as an actor, set freedom only to rotate along Z axis, and target the camera from this actor

Just a little lost here
Created a actor "tree"
When I did this I think it attached to the tree sized piece of paper
And I could not find "freedom" however did find "View Z" which is perfect to rotate to the view around the Z axis
Now it does not rotate to the view as is
And when I render it does not rotate
I don't necessarily want to use a camera as I don't want a perspective but an elevation.

OK the problem with point cell is it rotate about the center of the object and I can only have it rotate about the Z axis
The reason for this is I want to create a project fully in MS.
What I may have to do is provide a sketch of the plan in MS but do all the work in Photoshop
Then if things change I have to do it all over again.
If I assume MS will only have one elevation created then I am good but if I shift the elevation then I am screwed. MAYBE
I am going to try xfrog trees with cells only for the plan and maybe that is a solution, the problem is some work in in ABD and that is another post...

This was the suggestion I was going to give. Often times I create a reference file with 3d trees and I make sure the cells I use are shared. I would make sure you use backface culling when you render unless what is around you will cast shadows on the scene, depending on your lighting, etc.
It's too bad Microstation doesn't have (or maybe it does and I don't know about it) a "look at" function (ind of like what they do in a game engine like Unity 3d or in 3ds Max) for cells, references, objects, etc. I know you can target a camera to an object but not necessarily and objects "facet" to the camera.
