Problem

Text elements always display and print over other elements in a file

Solution

In Workspace Preferences View Options check the settings for Anti-alias Lines and Anti-alias Text and turn them both off.
One side effect of the Anti-alias Text setting is that it always puts the text on top of other graphic elements.
