Unable to load dialog whose id is -47 when attempting to open Level
Display.

Solution

Using a Pre-V8 interface that contains the wrong command to open the
Level Display dialog.

The Key-in for opening Level Display (dialog viewlevels) in pre-v8
versions is conflicting with key-in for Level Display in V8 (mdl keyin
lvlmangr leveldisplay viewlevel). A customized interface with menu bar
customizations created in a pre-V8 version used in V8 will cause the
error as the keyin is no longer valid.

Solution:
Use a new V8 inteface and migrate any custom tools to the new interface.
