How to create a local coordinate system for a special project, and then use Geo Coordinates to place the building in an official coordinate system.
Is that possible, and how does one create the local system so that it can be translated?
Use Google Earth PlacemarksIn MicroStation V8i one can construct a Geographic Coordinate System(GCS) from Google Earth placemarks.

Be aware that you use enough decimals for these values. Depending on the latitude, one degree may be over a hundred kilometers and you'll need 6 or 7 decimal places for centimeter accuracy. You'll need at least two placemarks to define a coordinate system.First you need to define your placemarks using the "Define Placemark Monument" tool from the Geographic toolbox.
Using these placemarks you can define a coordinate system with the "Select Geographic Coordinate System" tool from the same toolbox using the "From Placemarks" method.
