Problem

When using the replace cell with method set to global, it will place two
cells one at the current scale and one at the original scale.

Solution

File was created with at third party software called CASE.There were two
cells at the same location. One cell was a hole element and the other
was a solid element. One was also a graphic cell and the other was a
point cell. Once the cells that had the "hole" attribute were removed, the replace cell tool then worked correctly.
