How are Duplicate Tags Sets in Cells dealt with in MicroStation V8?

Prior to MicroStation V8, there was an option to Prompt on Duplicate Tag Sets which provided an Alert when a tag set existed in the DGN file with the same name as a tag set in a cell library. This Alert confirmed the replacement of the DGN file tag set with the cell library tag set when the user clicked the Yes or No option.Bentley determined that this functionality was not desirable in MicroStation V8 for three reasons:1. It would not be good for a modal Alert to pop up in the middle of certain processes like batch conversions with reference merge set, for example.2. Choosing Yes to an Alert may negatively alter tags in the active file.3. Choosing No to an Alert may negatively alter tags in the cells.In MicroStation V8: (1) when tags in a tag set are modified in the cell library and a cell is placed in the file that already contains that cell with the old tag set; or (2) the cell with the old tag set is updated with a cell with the new tag set; then (3) a new tag set is written to the file with the suffix _1. This ensures that the original tag set definition in the current DGN file, and the tag set definitions in the existing cells, are maintained.
