Problem

How can you enter a user-defined rotation in the Print Dialog box? 

Solution

Go to MicroStation -> File -> Print... -> Print Dialog box is open -> Settings -> Preferences -> User Interfaces -> Remove the checkmark " Hide advanced layout controls"
