Problem

Can you change a color Raster which is referenced to a .dgn file to black and white? 

Solution

Cannot change the Color mode setting due to having vector elements that need to plot in color.

Select the "Plot raster references in grayscale" under Raster Options and adjust the Brightness and Contrast.

Also the color of the raster can be changed with the raster application and this may be the best option.
