Problem

When creating the PDF from Microstation, the settings for Allow Changes in pdf.pltcfg do not seem to carry over to the PDF display in Adobe Reader. 

Solution

You have to view in Adobe Pro to see the changes. There are some things that Reader can't do no matter what MicroStation says. We have no control over things like signing and commenting, for example. Those must be enabled by a copy of Acrobat Standard.
