In MicroStation there is a new feature of Annotation Cells.
What are Annotation Cells?

Solution

Annotation cells are cells that obey the rules of the annotation scale.
When cells are placed with the annotation scale lock on, they are scaled
by the current annotation scale. If changing the annotation scale, the
option exists of simultaneously scaling all annotation cells in the model.
