Dimensions placed using Angular Dimension have tolerances with plus and a minus

Problem

Dimensions that were placed with the Angular Dimension command have tolerances with a plus and a minus.

When the dimensions were placed the Tolerance Generation toggled was on.

Those that do not have a tolerance the Tolerance Generation toggle was off.
