Problem
How to turn on the Save Relative Reference option and make it so it cannot be toggled off.
Solution
MS_ALWAYSRELATIVEREFPATH was added to 08.09.01.73.
When the configuration variable is set (to anything), then MicroStation always turns on the Save Relative Path toggle.
