Solution
Turn on/off levels in pdf created by MicroStation
1. Edit printer driver configuration file named pdf.pltcfg
2. Base Properties > Driver Properties > Enable optional content > On.
3. File > Save.
4. Reload the driver for effect to take place
5. Print.
6. Once the pdf is created where the pages are we must click right button and click in Layers of the pdf file.
