Problem
Cannot open a file in MicroStation V8 2004 Edition (or previous) if the
file was opened and protected in MicroStation V8 XM Edition.

Solution
Reason:
MicroStation X8 XM Edition has stronger encryption then previous
versions of MicroStation. Because of this change, previous version of
MicroStation V8 will not be able to decrypt the protection.
Solution:
Enable "Limit encryption strength" in configuration. This will set
MicroStation V8 XM Edition to use the same encryption as pervious
versions of MicroStation V8.
Set configuration Variable: MS_PROTECTION_V8_COMPATIBILITY=1
Note: For existing files - Open the file in MicroStation V8 XM Edition,
un-protect the file, set the variable (above), then protect the file
(this will rewrite the protection with the compatible encryption)
