Problem

How to control the display of the viewport boundary box.

Product: MicroStation
Version: V8 and V8i

Solution

The Viewport boundary box is placed on the Level the Reference file was attached ON. By default the boundary will be placed on Level Default or 0.

To turn this boundary OFF Open the Level Display Dialog box> ViewPort Freeze & toggle off the level.
