Problem

Cannot rename, delete or move a file, using Operating System (Windows
Explorer), if the active file is referencing it.

The error is:
Error renaming File or Folder
Cannot rename <(><<)>file name>: There has been a sharing Violation.
The source destination file may be in use.

Solution

This is expected behavior in MicroStation V7. This has since been
changed in V8, where the reference file is not tagged as being used
when a file is opened that has it referenced.
